Hon’ble Sir,

We have already submitted memorandums regarding this subject to various dignitaries including the Hon. Union Minister for Human Resource Development.

K.V teachers have not been granted the benefit of MACP (Modified Assured Career Progression) Scheme and are still continuing with the old scheme which provides only two financial up gradation.

Your kind intervention in this matter is requested. The KV teachers would be thankful to you for this gesture.

Hon’ble Sir,



The All India Kendriya Vidyalaya Teachers Association (AIKVTA), the only recognized Association of KV Teachers, submits this memorandum for your kind consideration.


Grant of MACPS to KV Teachers .


The 6th CPC recommended Modified Assured Career Progression Scheme (MACPS) with provision for financial up gradation in the next higher grade pay whenever an employee completed 10 years of continuous service in the same grade and the Government considered and accepted the same and ordered to grant three financial up gradations after completion of 10, 20 and 30 years of continuous regular service.


Government (GOI) decision to implement MACPS was in supersession of earlier provision of ACPS, thus delinking MACPS to ACPS (Para 3 of Office Memo No.35034/3/2008-Estt.(D) dtd.19th May,2009 of DOPT, Ministry of Personnel, Public Grievances and Pensions, GOI). Apart from all employees under various Ministries of GOI, the non-teaching staff of KVS and teachers working in NCT Delhi Vidyalayas have been granted the benefit of MACPS. However, KV Teachers have not been granted this benefit and are still continuing with the Three Tier Scheme i.e. Senior and Selection Scale scheme whereby they get only two financial up-gradations after completion of 12 years of regular continuous service in each grade with additional riders like the requirement of higher qualification and undergoing in-service training course etc. This has left out a section of highly disciplined and dedicated work force, the KV Teachers, from the financial benefits granted by GOI under MACPS albeit with obvious demoralizing impact on them.


KVS is an autonomous organization fully financed by GOI and its budget grants come from consolidated funds of India. The Minister, HRD heads this organization as   the Chairman. KVS Board of Governors have already approved the proposal for grant of MACPS to the teaching Cadre and the Administrative Ministry i.e.MHRD has also concurred with the proposal taking into consideration the financial implications vis-a-vis the existing budget grants. However, the matter is kept pending by MHRD since KV Teachers were not granted ACPS earlier by GOI, vide letter No.12-10/2001UT-I, Department of Secondary and Higher Education,   GOI,dtd.30/9/2004. KV Teachers deserve grant of MACPS and it should not be denied to them under the alibi of non implementation of ACPS which perpetuates the injustice done earlier.


The matter was discussed in the last JCM meeting held on 25th July 2012         and consequently KVS submitted its proposal to the Financial advisor, MHRD on 10-09-2012. But the file remains in the HRD Ministry itself.


I, therefore, request you to kindly intervene and to sanction MACP to the KV Teachers. The KV teachers would be thankful to you for this kind gesture.

Sub:   Extension of Modified Assured Career Progression (MACP)

to Kendriya Vidyalaya Teachers-reg.


I would like to bring to your kind  attention the denial of MACP Scheme      only to Kendriya Vidyalaya teachers. While all Central Govt. employees and non-teaching staffs including officers of Kendriya Vidyalaya Sangathan are availing the MACP Scheme facility, recommended by the VIth  Central Pay Commission, only the teachers and principals are denied it without any valid reasons.  Under this scheme the employees are benefited with three consecutive grade promotion on completion of 10, 20 & 30 years of service in the same cadre.  During the Vth pay revision itself, the teachers were denied the ACP Scheme, as a result of which the entire teaching community had lost much of their monitory benefits.  As per the existing rules, the teachers are entitled to get only senior grade after completing 12 years of continuous service in the entry cadre without fixation benefit.  Most of the teachers have to retire after completing 25 to 35 years of service without being able to avail any monitory benefit .   The second grade promotion, after completing 24 years of service, is also restricted.

It should be noted that  this scheme has already been granted to the teachers of Union Territories vide letter no F.12-10/01-UT1  dated 27 July 2005 of  MHRD

We have represented the matter many times and recently we have received a letter from the Kendriya Vidyalaya Sangathan, stating that the Sangathan has made all efforts to get the MACP for the teachers and Principals.  As per the letter from KVS vide No.F.11029-16/2009-KVS (HQ)Admn-1 dated, 01.07.2013(copy enclosed) the file is still seeking approval of the Ministry of Finance(Dept.of expenditure)Govt. of India.

In this context, we request your good self  to kindly intervene in this matter and help the Kendriya Vidyalaya teachers to get the MACP  Scheme implemented to all other Central Govt. employees including the  non-teaching staffs and officers of KVS.

As per your direction ,the question in this regard to be placed before the parliament is also appended herewith for your kind perusal.

“Why the MACP scheme, recommended by the 6th pay commission and implemented to all the Central Govt.employees including non teaching staff s of Kendriya vidyalya Sanghathan , teachers of NCT Delhi  and Puducherry , is not granted to  the teachers of Kendriya Vidyalaya”
